Government of India has introduced several schemes and benefits to support these communities ensuring they can sustain their professions. One such initiative is ‘PM Vishwakarma Kaushal Samman’, which provides access to loans, market support, technology, and training to enhance their skills and ensure their survival in today’s competitive market.

What is Pradhan Mantri Vishwakarma Yojana?

PM Vishwakarma Yojana, A comprehensive program known as the Pradhan Mantri Vishwakarma Yojana was introduced by Shri Narendra Modi Ji. For artisans and craftsmen, this scheme offers a variety of advantages, such as lower interest loans, toolbox incentives, skill upgrades, certificates, and identity cards.

The main objective of this project is to locate artisans and craftsmen, identify them as Vishwakarma, determine whether they qualify for the Vishwakarma scheme, and make sure they benefit from it.

With an initial budget of 13,000 crore, the Indian government is financing the PM Vishwakarma scheme for a period of five years, ending in 2027–2028. Objective and Benefits of PM Vishwakarma Yojana

To make it possible for craftsmen and artisans to be recognized as Vishwakarma and become qualified to receive all of the benefits advertised by the Scheme.

PM Vishwakarma Certificate and ID Card

Eligible craftsmen and artisans receive PM Vishwakarma Certificates and ID Cards under this program. For artists and craftspeople, this PM Vishwakarma Certificate serves as acknowledgment as a Vishwakarma, enabling them to take advantage of this program. A distinct computerized number is embedded in the PM Vishwakarma ID Card, which is given to qualified craftsmen and artisans both digitally and physically. The government would cover all costs associated with issuing PM Vishwakarma Certificates and ID cards.

Skill Upgradation

Basically, there are three components that skill upgradation seeks to provide training. 

Skill Assessment, Basic Training and Advanced Training

By introducing them to new tools and cutting-edge methods, this strategy modernizes their working style and increases output. Traditionally, they have made the products by hand using conventional methods, which requires more time and effort. Additionally, improving their skills enables them to use toolkits, credit, digital transactions, and marketing help.

Basic Training:

In order for them to obtain loans to upgrade their tools, they must enhance their skills. This will build confidence in them to grow their business and generate more revenue. At designated skill centers, usually district headquarters, basic training will be provided.

Training Duration : 40 hours in 5 to 7 days typically a week.
Training mode : Classroom training
Trainers : Industry experts /certified trainers
Training materials:  Provided in printed, digital, and audiovisual formats.
Certification: After an evaluation, applicants who pass will receive National Skill Qualification Framework (NSQF) certification.
Loans: The certification will help in the future loan disbursement
Stipend : During the course, there will be a stipend of 500 Rs per day. Artsans/Craftsmen recognized as Vishwakarms will receive lodging and boarding during their training days for free.

Advanced Training : 

Following the basic training, enrolled beneficiaries who choose to further enhance their skill set will receive this advanced training. Their self-assurance in starting their own firms to promote self-employment would grow as a result. They have a deeper understanding of the newest technology because of  advanced training. The State Level Committee will oversee MSDE’s outreach and information sharing to Vishwakarmas for Skill Assessment, Basic Training, and Advanced Training in collaboration with the District Implementation Committees.

Duration: 120 hours or 15 days;
Material: Toolkit video manuals
Loan: Up to two lakhs (2 Lakhs) for the second loan tranche in advanced training
Training facilities: MSME Technology Centers, ITIs
Training Stipend: 500 rupees a day for the Basic course  as well as programs for advanced training will be transferred via DBT mode to the beneficiary’s bank account.

Toolkit Incentive: 

Vishwakarmas would be given a toolkit incentive of up to 15 (Fifteen) thousand rupees at the start of their basic training. This incentive can be given directly in the form of e-RUPI or e-vouchers, which can be used at certain centers to buy toolkits.

Credit Support: 

Under this initiative, artisans and craftspeople who have finished basic training and a skill evaluation are eligible to receive the first tranche of up to one lakh. This subsidized long-term support allows Vishwakarmas to grow their businesses.

Enterprise Development Loan

Enterprise Development Loans are provided to qualifying Vishwakarmas in the form of collateral-free loans. Under this program, a total of 3 lakhs would be lent. First share up to one lakh and second share up to two lakh are the entitlements of Vishwakarmas.

The repayment of this loan is dependent upon reaching a particular training goal. Beneficiaries will be eligible for the loan’s first component once they have completed the minimum five to seven days of basic training. They will also be eligible for the second portion after repaying the first portion of the loan amount and implementing digital transactions into their firm or completing Advanced Training.

Repayment can be done in the installments. First portion of the loan can be repaid in 18 months and the 2nd portion of the loan in 30 months.

Concessional Interest : The concessional interest rate that loan recipients will pay is set at 5%.

Incentive for Digital Transaction

By making it easier for the beneficiaries to adopt digital transactions, the Scheme seeks to give them digital empowerment. The Aadhaar Payment Bridge System (APBS) would credit the beneficiary’s bank account with one rupee for each qualified digital transaction (up to a monthly maximum of 100 qualifying transactions).

Marketing Support

In order to promote and sell their products, marketing links are a crucial step in improving the lives and income levels of Vishwakarma. The products of the artists and craftspeople registered under the Scheme will receive marketing and branding help from the National Committee for Marketing (NCM). Support for branding, quality certification, marketing, and advertising will be given by the NCM.

Vishwakarma Yojana Scheme Eligibility

Age requirements : The minimum age of the applicant should be 18 years on the date of registration for PM Vishwakarma Yojana scheme to become eligible.

Eligibility Criteria for Artisans and Craftspeople under PM Vishwakarma Scheme : National Steering Committee with the approval of Minister for MSME,Government of India identified artisans and craftsmen from 18 trades. Loan Eligibility and Prior Participation Requirements for PM Vishwakarma Scheme:

The applicant who wants to register under this scheme, should not have any prior loans taken under self employment schemes similar credit based schemes of state government or central government  like PM SVANidhi, MUDRA, PMEGP in the past five years.

But still, Under PM Vishakarma scheme, MUDRA and SVANidhi beneficiaries who have paid back their loans in full would be qualified. The five-year duration will be computed starting from the loan sanction date.

Family Eligibility and Benefit Restrictions under PM Vishwakarma Scheme:

Only a single family member may sign up for the Scheme and get benefits. A “family” is defined as the husband, wife, and any unmarried children for the purposes of receiving benefits under the Scheme.

Ineligibility of Government Employees and Their Families for PM Vishwakarma Scheme:  Those who work for the government and their families are not eligible to participate in the scheme.
